Ray Ivany says the report has prompted discussions across Nova Scotia about the challenges facing the province.
The report, released in February, says the province is doomed to endure an extended period of decline unless population trends are reversed and suspicious attitudes about business are changed.
Ivany, the president of Acadia University in Wolfville, talked about the report and its findings during a presentation today to the Antigonish Chamber of Commerce.
He says increasing the size of Nova Scotia's population can be achieved by attracting more immigrants and encouraging Nova Scotians living elsewhere to return home.
However, Ivany says it will take time to get that done.
