The material includes five years worth of real estate deals, the firehall land swap and the new downtown police headquarters.
The province says the RCMP will review the material and conduct any investigations considered appropriate.
The firehall land swap audit indicated local developer Shindico (SHIHN'-dih-coh) was shown favouritism during bidding and that administration hid some details of the transactions from city council.
The police headquarters external review revealed problems with how the city handled the project, which ended up tens of millions of dollars over budget.
The review did say the final cost of the project was still within an acceptable range.
The general real estate review criticized a number of deals, including the city's purchase of the Canada Post building without getting an independent appraisal or fully investigating other options.
The auditor also pointed to the sale of the property where Canad Inns Stadium was located. It was sold to Cadillac Fairview and Shindico Realty for $30.25 million. But there were questions about some potential buyers getting a sneak peak at some of the documentation before it officially was opened to bids.
