Why has it taken so long to modernize the TTC?

The TTC announced this week that the service will, finally, begin accepting credit and debit card fare purchases at all 69 subway stations in the network. 

The move to modernize the fare purchasing system has come astonishingly late compared to the transit systems of most other major cities in the world.

So why has it taken the TTC so long to make it into the 21st century? 

TTC CEO Andy Byford, the man charged with modernizing Canada's busiest public transit network, sat down with CBC's Metro Morning to explain some of the factors that hindered progress, as well as his his five-year vision for bringing the TTC up to date.
