Kulikov received a major penalty for clipping and a game misconduct after the hit, which occurred during the third period of a game last Friday.
As Seguin carried the puck over the Florida blue-line, Kulikov ducked down and delivered a check to the legs.
Seguin had to be helped off the ice, and the Stars said the following day their leading scorer will miss three to six weeks with a right knee injury.
Seguin, 23, ranks third in the NHL with 59 points (29 goals) in 55 games this season.
Dallas coach Lindy Ruff called Kulikov's hit a "dirty shot" and Stars forward Vernon Fiddler said it was a "gutless play."
Based on his average annual salary, Kulikov will lose more than $93,000 US in pay.
