About 15 to 20 homes have been affected in the community of 300, according to town councillor Bob Simpson.
The combination of a colder-than-usual winter, pipes not buried deep enough, a lack of equipment to thaw pipes and problem's with the town's water system all play factors, he said.
"Really, there's only so much we can do. It's common everywhere, all around this area pipes are frozen," Simpson told Ottawa Morning host Robyn Bresnahan on Tuesday.
"It's just a nightmare."
Some residents are boiling snow, and others are running garden hoses from buildings with water to buildings without it.
Simpson said the village's small tax base doesn't provide enough funding to completely overhaul the water system.
