Jean used a neighbourhood slated for demolition in flood-ravaged High River to make his announcement.
He said there are still 700 claims outstanding from floods that swept through southern Alberta almost two years ago.
High River was particularly hard hit and the entire town had to be evacuated.
Jean says a Wildrose government would deal with outstanding claims immediately.
The party would also commit to buy from local contractors and bring in audits to prevent profiteering.
"Have the people who have been directly affected by this been paid? Have their claims been resolved? No," Jean said Friday.
"These people are wondering why they are being left to pick up their lives and they're wondering where the government of Alberta is."
