EDMONTON - Alberta's NDP is pitching a plan to help homeowners and businesses go green.Party Leader Rachel Notley says if her party wins government in the May 5 election it would bring in a program of interest-free loans for environmental upgrades.Home and business owners would be able to access up to $10,000 for upgrades such as solar panels, windows and energy efficient furnaces.Notley says an NDP government would spend $5 million a year on the program, which is modelled on one in Nova Scotia.She says the province would work out deals with lenders to pay the interest and administration costs.
