Kerri Toloczko

Senior Vice President for Policy, Institute for Liberty

Often referred to as “a force of nature” by fellow free market activists, Kerri (Houston) Toloczko is a public policy analyst and expert in coalition building and messaging for domestic and international public policy issues.

Ms. Toloczko is Senior Vice President for Policy for the Institute for Liberty, advocating for limited government solutions on a wide range of public policy issues and a Senior Fellow at Let Freedom Ring.

She has also served as Senior Policy Advisor to Conservatives for Patients’ Rights, Vice President of Policy at Frontiers of Freedom, National Field Director for the American Conservative Union, and director of external affairs for the Institute for Policy Innovation.

Appointed in December 2005 by U.S. House Speaker Dennis Hastert, Ms. Toloczko served as a Commissioner on the U.S.-China Economic and Security Review Commission and in 2001, was nominated to serve on President Bush’s Commission to Strengthen Social Security. She also works as a public policy consultant domestically and internationally and her responsibilities have included all facets of marketing, policy research and issue advocacy for free-market policy centers in the U.S., Europe and Asia.

A strong proponent of individual and economic liberty, free markets and a strong national defense, Ms. Toloczko lectures on public policy and legislative issues and has provided testimony to Congress on a number of topics. She has worked internationally as a trainer for the International Republican Institute, and continues to advise free market government officials in emerging democracies.

She is a widely published opinion writer and her editorials have appeared in Investor's Business Daily, The Wall Street Journal, National Review Online, The Washington Times, Canada’s National Post and Canada Free Press. She is a regular guest on talk radio and cable news networks, including CBC.

A native of Massachusetts, Ms. Toloczko lived in Ontario for over a decade and now resides near Washington, DC. Well known for her dedication to presenting public policy in a way that will “pass the dinner table test,” Kerri brings a sharp wit and a practical spin to her particular areas of expertise in healthcare, fiscal, national security and international policy.
