We believe that there are three main areas that Canada's DFI -- planned to be based out of Export Development Canada -- needs to "get right" in order to succeed: governance and autonomy, development impact, and mechanisms for integrating specialized developmental expertise into its investments.

Based in Ottawa, Per is Director of Strategic Initiatives for Cowater International Inc. and a specialist in public management and governance. He holds an M.Sc from the London School of Economics and Political Science, an M.A. from Ottawa’s Norman Paterson School of International Affairs and a B.A. (Hons) from McGill University. He has been working in the field of international development since 2004 and has managed or supported the implementation of numerous governance, service delivery and anti-corruption projects across Asia and Africa on behalf of Cowater for clients such as the World Bank, Asian Development Bank and Global Affairs Canada.
If Canada is really "back," as our Prime Minister has announced, and if we are to make Canada a leader in development innovation and effectiveness, then we need to understand why Canada's development influence has contracted this severely and what changes could be made to improve our performance in a range of areas.
