Dr. Robert M. Cutler (email@example.com) is a Montreal- and Brussels-based researcher and analyst in international affairs. He was educated at the Massachusetts Institute of Technology (B.Sc.), Geneva Graduate Institute of International Studies (Gallatin Fellow) and The University of Michigan (Ph.D.). He has held research and teaching appointments at major universities in the United States, Canada, France, Switzerland and Russia. He produces the whole portfolio of scholarly, policy, and public-intellectual information products. After a dozen years exclusively in academia, he expanded into policy analysis, best known as Energy Security and Geo-economics Specialist now covering the whole of Eurasia. He also consults to international institutions, think tanks, governments, NGOs and the private sector.
What is the origin of Vladimir Putin's new popularity (approval rating) in Russian public opinion polls? The usual answer that it is due to the nationalist rallying in the wake of the invasion of Crimea. This is only a part of the story.
Putin has trapped Ukraine but not yet consumed it. He is playing with it like a cat with a mouse: not exactly a chess-playing cat, if you wish, who would have his opponent in a "Zugzwang": the term for the situation where any move you make, makes the situation worse; and you cannot pass your turn.

Russian president Vladimir Putin telephoned his American counterpart Barack Obama almost a week ago to hint to him what to expect next, and to tell him to send his secretary of state to Geneva to meet the Russian foreign minister. The Washington and Moscow versions of the phone call were at odds with each other.

Putin's beliefs have not conformed to what the Western politicians and opinion leaders think they should have been. But the error is their own, not Putin's. They are not the realists that they think they are, because projecting one's wishful thinking onto "the Other" is not pragmatic realism. It is idealism.
