For the next week and a half, the Toronto International Film Festival takes over Toronto, offering Canadians a unique opportunity to witness celebrities behaving badly. Since its start in 1976, TIFF has become as much about the antics surrounding the films as it has been about the movies themselves.

Here's a look back at some of the most memorable — and shocking moments — in TIFF's long history.

Sean Penn Lights Up Indoors

Not one to follow the rules, actor Sean Penn defiantly lit a cigarette in 2006 during a TIFF media conference in the Sutton Place Hotel, flouting the Ontario-wide ban on smoking indoors. The hotel was consequently fined $600 by Toronto Public Health.
