The Speaker of the House of Commons ruled Tuesday that the Conservatives' misleading phone calls in Mount Royal were "reprehensible" but Liberal MP Irwin Cotler's complaints that his privileges had been breached were unfounded.

Cotler had complained his constituents were receiving calls from a research firm suggesting he was about to resign and that there would be an imminent by-election in the riding. Cotler, who has no plans to step down, said the calls were damaging to his reputation and impeding his ability to do his job.

The Conservatives admitted they were behind the calls, having hired Campaign Research Inc. to identify party supporters in the riding, but Tory MPs suggested that those phoning were instructed only to say there were "rumours" Cotler would resign, not that he had. House leader Peter Van Loan went further defended the Tories' tactics citing freedom of speech.

Speaker Andrew Scheer, the Tory MP from Regina-Qu'Appelle, ruled that despite the fact he was "entirely sympathetic" to the situation faced by the member from Mount Royal, and there was "no doubt that he had been bombarded by telephone calls, emails and faxes from concerned and confused constituents," he didn't believe that Cotler had faced "great difficulty" carrying out his duties.

Cotler had been an "extremely active" MP in the House and in committee and had brought attention to a "questionable form of voter identification practice" by raising the issue in the House, Scheer said.

"I am sure that all reasonable people would agree that attempting to sow confusion in the minds of voters as to whether or not their member is about to resign is a reprehensible tactic and that the member for Mount Royal has a legitimate grievance," Scheer said, adding that he hoped public attention on the issue would ensure that those performing voter identification would be more careful with the information they spread in the future.

"On the other hand, Canadians contacted this way should be more wary and judge more critically any information presented to them by unsolicited callers," Scheer added.

"After studying the precedents in these matters, I am not able on technical ground to find that a prima facie case of privilege exists in this case," the Speaker concluded.

Cotler told reporters outside the House of Commons he was disappointed with the ruling and that the Speaker had erred in his judgment.

"I think that the judgment, his judgment today, his ruling was mistaken, both in relation to the facts, in relation to the principles, in relation to the precedents, in relation to the law on breaches of privilege," Cotler said, adding there was ample precedent for the Speaker to rule in his favour.

Colter's standing and credibility was undermind by an "authority type" saying he was half in the job and on they way out any day now. This "authority type" made Colter appear to be a lame duck politician and ergo not able to "get things done for his riding." Later on during an election or just prior to the Liberals would take the big hit by Harper "for keeping someone not fully committed to the job and the ridging's important business - "Pick Steven's pal instead and change this. Get the job done like you deserve".

Being reprehensible is fine, I guess. I mean if it has no consequences it must be fine... Or is that only for those with money to buy PR and polling firms to do your slander for you?

Perhaps the Liberals or the NDP should carry out a similar phone "survey" in, say, Peter McKay's riding and see how the Conservatives feel about it then.

There is no honour in the Tory Party, no ethics or morals either. Looking at the history of other countries who have had politicos do this sort of thing, their democracies suffered from it. So when do our Tories grow up, or grow a pair to actually stand up for themselves without slandering falsly the other side? Any Party that pulls this stuff has some serious (and I mean serious) issues and we should all be very worried.

If the electorate doesn't like the Conservative brand they will show it in the next vote. Judging from the lay-back lack of interest right now I would predict the Harper government will be back in place.

In 1998, Thomson Newspapers (Globe and Mail) launched a challenge to the Charter of Rights and Freedoms. The landmark decision 'struck down a law that prohibited the publication, broadcast or dissemination of opinion surveys within the last three days of a federal election campaign.

I remember a time when election laws were more stringent. All political signs had to be removed the day before and bars had to be kept shut down until after the polls closed.

And in 2004, when Stephen Harper sued the Canadian people in the Harper vs Canada challenge to the Charter, he cited the 1998 Thomson Publishing decision.

INTRODUCTION
On 23 March 2005, Canadian Prime Minister Paul Martin joined Presidents George W. Bush and Vincente Fox in Waco, Texas, to announce the founding of a North American security and Prosperity Partnership (SPP). As part of the SPP, the three countries are to pursue common approaches:
* to emergency preparedness and infrastructure protection;
* improve aviation, border and maritime security; and
* explore ways to enhance economic cooperation in key sectors. (Canada 2005)
These efforts are intended to reaffirm the continental neighbours' shared desire for a closer continental security relationship, one that reduces North American vulnerabilities without unduly slowing cross-border trade. In order to further improve continental security, Canada, the United States and Mexico are forming ministerial working groups to examine additional means of improving North America's economic and security ties. As recently advocated by a Council on Foreign Relations task force, these working groups are likely to discuss the erection of a North American security perimeter, a step that would involve a near complete harmonization of Canadian, American, and Mexican homeland security and defence measures.
