At 8:48 a.m., an OC Transpo bus and a VIA Rail train collided near Woodroffe Avenue and Fallowfield Road, killing at least six people, including Woodard, and injuring many more.
Passengers on the double-decker bus said people screamed before the bus drove through the safety barrier at the crossing.
Several witnesses described the incident to The Canadian Press.
Alex Begin, a passenger, said the driver applied the brakes after people started yelling.
"I don't know, too early in the morning? He just wasn't fully conscious or something," he said. "Because until people started yelling, I guess he didn't even realize what was going down."
Romi Gupta, who got on the bus at its last stop, said the driver seemed "OK."
"I got in a minute before and I said hello to him and he was fine," she said.
CBC's Omar Dabaghi-Pacheco tweeted two descriptions of Woodard, a 10-year OC Transpo veteran.

The Transportation Safety Board is investigating the incident.
