WATCH: Mercer Pokes Fun At Calgary Tobogganing Rules

Calgary's media has made much ado about the city's tobogganing rules in recent weeks — to the point where Mayor Naheed Nenshi blamed "bored journalists" trying to stir up controversy.

Now Rick Mercer has taken it upon himself to poke a bit of fun at a bylaw that says officers can technically dish out fines to those who sled anywhere other than the city's 18 approved tobogganing hills. (For the record, the city does not recall ever giving out a tobogganing fine. Ever.)

In the video, Mercer plays one half of a hilarious police duo, Upton and Downey, who patrol the city slopes, taking a hard-ass approach with city kids who violate the rules.
