Canada Gets Tough on Anti-Semitsim

The government of Canada took an historic step yesterday by signing the Ottawa Protocol to Combat Anti-Semitism. By doing so, it recognized anti-Semitism as a pernicious evil and a global threat against the Jewish people, the State of Israel and free, democratic countries everywhere. As Prime Minister Stephen Harper has noted, "Those who would hate and destroy the Jewish people would ultimately hate and destroy the rest of us as well."

The protocol is a declaration that hatred of this nature will not be tolerated in this country. It sets out an action plan for supporting initiatives that combat anti-Semitism and provides a framework for other nations to follow.

It also sets out a vibrant definition of anti-Semitism which, for the first time in history, links anti-Semitism to the denial of the right Jewish people have to their ancestral home land -- the State of Israel. This, in fact, is what sets post-World War Two anti-Semitism apart from its historic roots. Today's anti-Semitism is all about denial: denial of the legitimacy of Zionism as a Jewish movement to reclaim the land of Israel; denial of a Jewish history in connection to the holy land and, in particular, the centrality of Jerusalem to the Jewish people; denial of the Holocaust (while at the same time accusing Jews of Nazism); and denial of Jews to live free of anti-Semitism, hate and intolerance.

In announcing the Protocols, Foreign Minister John Baird has expressed his government's unequivocal support for the State of Israel. In referring to this week's turmoil at the United Nations and the Palestinian threat to unilaterally declare a state, Baird said, "Canada will not stand behind Israel at the United Nations, we will stand right beside it. It is never a bad thing to do the right thing."

According to Baird, more and more countries are refusing to participate in the UN conference dubbed "Durban III" -- otherwise known as an anti-Semitic hate fest which began as a human rights forum in South Africa in 2001; the forum ultimately degenerated into an anti-Semitic slinging match in which repressive Arab and African countries blamed all the problems facing their own countries and the world on Israel. The governments of France, New Zealand and Poland (today) joined Canada and 10 other western nations this week by declaring they will not take part.

Unquestionably, the Government of Canada's stance on Israel is based on the principle of standing by your friends -- especially when they are democracies and advocates for human rights. Most Jewish leaders would agree that Israel is indeed Canada's greatest ally in the fight against hate and intolerance.

But the fight against hatred and anti-Semitism must be won here in Canada as well. The Ottawa Protocol is mostly the result of a report published this summer by a Canadian Parliamentary Coalition to Combat Anti-Semitism which was comprised of leading Canadian politicians who volunteered their time to probe the increasing and alarming tide of anti-Semitism in Canada.

In a letter accompanying the report, Chairs of the Inquiry Panel and the Steering Committee Mario Silva and Scott Reid wrote, "The Inquiry Panel's conclusion, unfortunately, is that the scourge of anti-Semitism is a growing threat in Canada, especially on the campuses of our universities." The report cites numerous examples of anti-Semitism on various campuses including the infamous incident in 2009 when Jewish students at York University were chased and barricaded themselves in the Hillel lounge while a mob outside taunted them with anti-Semitic slurs. The list of examples is quite long and disturbing.

Universities should take note of the report and the signing of the Ottawa Protocols. They should put an immediate end to hateful and fallacious events like Israeli Apartheid Week; they should state unequivocally that freedom of speech should not be abused to provide a cover for anti-Semitism; they should ensure that Jewish students feel welcome on campus and that their learning environment should be freed from anti-Israel occurrences and finally, universities must become accountable for allowing their private property to be venues for hateful conduct among students.

The Ottawa Protocol to Combat Anti-Semitism is a template for every Canadian to consider. But it is especially a document of significance for universities that have allowed themselves to become vehicles of hatred and complicit in its promotion. As my friend, Professor Irwin Cotler said last night at the Ottawa signing ceremony, anti-Semitism is not only the longest known form of hatred in the history of humanity -- it is the only form of hatred that is truly global.

Every person of conscience should take note of the Ottawa Protocols and never forget the lessons of the Holocaust when the world was silent.

I think this is a very dangerous precedent to establish.

The Jewish population is losing the demographic race in the world with only a few bastions of Jewish population left (USA, France, Canada, Argentina, UK, Brazil). Eventually the Muslim population in Canada (and the USA for that matter) will outnumber the Jewish population and then perhaps there will be a protocol condemning "hate speech" against the Palestinians. For example, denying that the Palestinian people have a right to return or that their land was stolen from them. It is one think to incite "hate"; it is another to broadly define hate like they have in the protocol. The Muslim countries have been trying to allow nations to ban any "hurtful" statements against religion (thankfully they do not yet have enough votes in th UN). This smacks of the same.

I doubt the USA will officially sign this legislation.

Examples of the ways in which anti-Semitism manifests itself with regard to the State of Israel taking into account the overall context could include:

• Denying the Jewish people their right to self-determination, e.g., by claiming that the existence of a State of Israel is a racist endeavour.

• Applying double standards by requiring of it behaviour not expected or demanded of any other democratic nation.

• Using the symbols and images associated with classic anti-Semitism (e.g. claims of Jews killing Jesus or blood libel) to characterize Israel or Israelis.

• Drawing comparisons of contemporary Israeli policy to that of the Nazis.

• Holding Jews collectively responsible for actions of the State of Israel.

• Calling for, aiding, or justifying the killing or harming of Jews in the name of radical ideology or an extremist view of religion.

• Making mendacious, dehumanizing, demonizing, or stereotypical allegations about Jews as such or the power of Jews as collective – such as, especially but not exclusively – the myth about a world Jewish conspiracy, or of Jews controlling the media, economy, government or other societal institutions.

• Accusing Jews as a people of being responsible for real or imagined wrongdoing committed by a single Jewish person or group, or even for acts committed by non-Jews.

• Denying the fact, scope, mechanisms (e.g. gas chambers) or intentionality of the genocide of the Jewish people at the hands of National Socialist Germany and its supporters and accomplices during World War II (the Holocaust).

The equating of criticism of Israel with traditiona­l European anti-semit­ism of the past, is dishonest and in fact dangerous for Jewish people everywhere­. I am personally appalled at this action by the Canadian government to stifle free speech. If I were Canadian I would be ashamed of this undemocrat­ic action by my government­.

It is so sad, yet all too predictable, that this thread, like so many on the topic of the I/P conflict, has degenerated from a discussion of the ideas presented in the article above to efforts to deligitimize the state of Israel and its existence.

It is difficult to understand how so many can fulminate with so much rhetorical foam about the mouth about the human rights of one party even as they trample and denounce those of another.

And all without apparently detecting a bit of their own hypocrisy.

Canada's PM Harper has made a serious mistake. Harper stated at the UN that Israel and Palestinians should work out a peace plan. To say that then degrade Palestine, at the same time invoke into Canadian Law, the Jewish concerns is a blasphemy against Palestine and Canadians and the world. This foolish attempt by Harper will raise more Jewish angst and push his party into oblivion;

were you equally opposed when the canadian government took actions after 9-11 to curb anti-muslim and anti-arab hate speech and hate crimes? Because we did that in canada too. Perhaps you should be more concerned with the levels of hate crimes in your own country? condemning anti-jewish hate speech and crimes and working to prevent it is not a crime, and it certainly isn't a blasphemy, which is a religious term and has no business in canadian or western laws and governance, though it does reveal something about your thinking.

Way to go Canada! Anti-Semitism has been on the rise again in many parts of the world. It's disgusting... and those of you making comments trying to downplay this threat really ought to think before you speak. It's the same type of "denial" that has threatened the livelihood of large groups of innocent people in the past. Glad to see that Canada is done denying that the shameful and ignorant practice of Anti-Semitism continues to exist and that the government plans to take aggressive steps to combat the problem!

SOMEONE, ANYONE, Please tell me of a group of people that have been so hated, reviled, persecuted and altogether disrupted more than the Jews/Hebrews!!! Why, they did not have their own government from before the Roman occupation until 1948. They are a tiny strip of land on the sea. The Hebrew language was all but extinct except for Torah purposes. Even after 1948 the countries that surrounded Israel tried in vain to recapture and occupy the land. 1967 revealed another fiasco for Israel's enemies. BTW, Palestine was offered a two state solution but refused it. (Look it up) If you know why Israel is successful despite often standing alone I applaud you. If you don't more research is needed. If you know the name of the other people group please give me facts.

How about the blacks or Africans who were enslaved for centuries, their land taken away for the luxury of the imperialist colonizers and not only they were kicked out of their land but also they were sold. Does that enough "disruption" and "persecution" for you?

Despite the enormous suffering in recent history suffered by those of African heritage the two do not compare historically. HP is refusing to publish my facts, this is my 4th attempt to reply. Currently, no one is threatening to wipe Africa off the map. At least no one that is nearing nuclear capability. Look at all of history, not just colonialism!

It is NOT the responsibility of Palestinians to underwrite losses and recompense treatment European Jews may or may not have received in other countries or during the time of the Romans 2000 years ago.
Nor is it the responsibility of Palestinians to provide land and resources to wealthy israelis who believe in an invisible sky person who gives them free gifts of other peoples property.

Let me see, go back to 1948. A two state solution was OFFERED and REJECTED by the Palestinians. Who said anything about Palestinians giving recompense to Jews? "May or may not"? Grow up and learn well documented facts. Or you can choose to remain uneducated and juvenile in your thought process. Mistreatment of Jews goes much farther back than the Roman Era. If you had facts not just fantasy rhetoric we could dialogue, but you have none!! Shalom!

So now anyone who disagrees with the Zionist belief that the Palestinian people have no right to their homeland is now an anti-Semite? Now anyone who criticizes illegal settlement construction in the West Bank is an anti-Semite? Now anyone who protests the bloodthirsty bombing campaigns against Lebanon suburbs and the West bank are anti-Semites? Now anyone trying to break the illegal and immoral naval blockade of the Gaza is an anti-Semite?

The government's "bold move" is nothing short an attack not only on freedom of speech but on freedom of conscience. This law isn't about fighting antisemitism, it's about stifling dissent against Zionism and Israeli extremists. I do not agree with supporting Israel "no matter what, and at any cost", because "no matter what" includes their shoah against Palestine and "at any cost" involves Canadian lives put into harms way defending Israeli interests over our own.

If that makes me an anti-Semite, then that makes the label of anti-Semite something to be proud of.
