Bank Of Canada Apology: All Talk, No Action?

Posted: 08/20/2012 3:21 pm

After much indignation from Canadians, some who do not fit the "neutral ethnicity" the Bank of Canada's P.R. team had seemingly invented to presumably shield itself from criticism, Bank governor Mark Carney, offered a carefully worded statement this morning.

Though the governor "apologizes to those who were offended," admitting that "the Bank's handling of this issue did not meet the standards Canadians," there were many points missing from the statement. The Twitterverse is abuzz about the underlying problems in Canadian society which proclaims allegiance to multiculturalism.

The governor's statement promises a review of the design process, but makes no mention of the most damming allegations. Namely, the Bank indicated publicly that Canada's "neutral ethnicity" is akin to European facial features as well as Caucasian-looking hair.

The Bank's statement notes, "our bank notes belong to all Canadians, and the work we do at the Bank is for all Canadians," while failing to address the fundamental issue of striking and systemic lack of representation of "all Canadians" in the images the Bank creates for the currency of the country in their their moniker.

In 2004, to specifically highlight Canada's cultural diversity and artistic expression, the Bank chose four masterpieces from Bill Reid to be depicted on the back of the $20 bill. The program was cancelled this year.

Carney offered no talk of reviving the much-lauded project.

As well, the Mathieu Da Costa Challenge and "Racism. Stop it!" programs designed to encourage regular Canadians to look beyond ethnicity to promote multiculturalism were also kicked to the curb.

In contrast, another organization serving "all Canadians," Canada Post, has been issuing special postal stamps to celebrate iconic Canadians as part of Black History Month for a number of years. A positive step in highlighting the contribution of "non ethnically-neutral" Canadians. The 2012 edition bared the likeness of John Ware, a cowboy who helped to establish the ranching industry in Alberta and who set a precedent for what would become a highlight of today's Calgary Stampede.

By its own admission, the Government of Canada is not doing too well in fighting racism (report: Evaluation of Canada's Action Plan Against Racism). Mark Carney has an opportunity to show, not in words but in actions, that we, of non-neutral ethnicity, are equal partners in this modern mosaic we call Canada.

This is a common problem - the hegemonic position, the mainstream position, is mistaken for 'normal'. So Caucasian features are "normal", and preferring them is not racist but catering to the majority view.

The problem is with race based definitions of normalcy, and the desire of the in-group to characterize non-caucasians as being racial, but caucasians as being non-racial or normal.

Nothins is perfect. But I am sure if we dig we could find a real Asian Canadian woman who worked in a lab circa 1900 and give her the exposure she deserves. But I doubt that there were any in that time as we impose a head tax to Chinese Canadian males when they were trying to get a spouse in Canada. In those days political correctness and subtilities did not exist. It was all for King and country an in English anglo only olé. It is only in 1962, if i I am not wrong, that the Right Honourable John Diefenbaker corrected that anomaly and asked that federal cheques be in French itou. So the propos of Ms. Descoste is interesting to further more research. As for the Bank it did its best with a rotten situation I gave them all my support.

Dear Bank of Canada: I applaud you for at least trying to depict a non-Caucasian as a Canadian (depicting a female as a scientist gets you bonus points). However, I am disappointed that you caved to racist comments (yes they are) instead of taking the opportunity to educate the few ignorant folks in your focus groups. The fact that you caved is what blew up into a headache of a news story that I'm sure you really didn't need. Next time, simply explain that Canadians come in all colours, and leave it at that.

Not one commenter even supported the premise of the previous article/red herring and now were subjected to this self congratulatory nonsense ? I'm beginning to think the author is a bot invented buy the Hufpo to make it's other contributors look more professional.

Sorry, are you saying there WAS NO indignation, or only that you were unaware of it and don't care?

Because if you're saying there was none, you're wrong. If you were simply ignorant of it, you're ignorant, and if you don't care, you're a jerk. But I think those three categories are all the possible categories for your comment.

Oh please. I think the comment is pretty self-explanatory. If you want to get your panties in knot over the actions of some bureaucrats at the mint go ahead. Just don't try and tell me this is something more than it is because it isn't. Not everything has to be a symptom of something more sinister, sometimes a mistake may be just that, a mistake. If you wanna tilt at faux racist windmills because it makes you feel better fine but if the rest of don't it doesn't make us jerks. Get over yourself already.

Is that even a politically correct term, "neutral ethnicity" ? Just wondering...

Sounds more like a discontinued crayon color.

You have a very good point- if we see the phrase used very frequently in the near future we have another politically correct term to use!!!
